Ford 600 governor compensation spring

I have a Ford 600 tractor. I had a new head gasket put on last summer. It revs up past idle. I noticed a spring missing I am pretty sure. Goes from the governor to the carburetor. Makes it dog down trying to brush hog. Where can I find a diagram for this? Am I correct on the Spring to the governor? Thank you for any help.

Actually, I don't think the Spring I am talking is a Governor Compensation spring. But it hooks somewhere near that to the carburetor arm.
