When I start my tractor, the hydraulics for my
Mower go up, and stay up. By pressing the lever down , the mover/lift will not go down, unless I cutoff the tractor .

When that happened to me it was the unloading valve not moving in the bore. Probably time to pull the lift cover, get a reseal kit and a service manual and check things out.
