ford 7000 power steering

Hi everyone. I have a ford 7000 that I bought last fall.The steering seems quite hard.replaced 1 hose when i first got it put the frount end on a jack and cranked wheel slowly each direction to purge the air out of the system. The fluid looks frothy when Ive looked.It steers better at higher RPMs. Whats the first thing I should check?Return hose sucking air? Maybee seal in pump leaking. I see no signs of fluid leaking any where and it has not used any fluid. Thought someone might be able to point me in the right direction.... Thanks

Replace the filter in the pump, a bad filter will cause the pump to aerate the fluid
