Ford 800 hydraulic problem

Hydraulics are weak and slow to raise or lower. Any advice on what valve needs to be cleaned or replaced?
Start by evaluating the oil. loosen the plug and allow just a little to run out. You may get water, or sludge, or milky oil, or even good looking oil.

At first I though that possibly the pump is worn, but I don't think that would slow down the lowering of the arms. The only thing I can think of that would cause all three symptoms would be something blocking one of the paths for the fluid that is common to both raising and lowering of the arms, but I can't think of what that might be.
