Ford 860 PTO shaft

I'm trying to replace my worn PTO shaft with a new replacement shaft. I can get it inserted till about 1 inch left and then it stops. Feels like it's touching the PTO coupler because I can feel the splines as they line up and then move out of alignment as I turn the shaft. Both shafts are the same spline tooth and style and they are also both the same length. Any suggestions?

The FORD 860 uses the PTO Shaft NCA-700-B (38), should be 32-11/16 LONG. Prior PTO N-Series Shaft is a tad shorter. Check the seal; sometimes it is installed backwards. Is gear in neutral?

After closer inspection, it looks like the splines are cut a little different. The old shaft has square cut splines and the new shaft has splines that are bevel cut /- which is making the bottom of the valleys shallower than the old one. Chalk up another one for the land of the almost right.
