Ford 861 problems

My Ford diesel 861 tractor:
1. left brake locks up. Is it necessary to remove the tire and hub to make repairs?
2. The three point hydraulic lift rise when nothing attached. But will not lift any equip like a back blade, etc. Any recommendations?

Will need to remove wheel and brake drum to work on brakes.

Before anything else regarding hydraulics, verify that Position/Draft control lever is in Position control position. Post back.

GUessing left brake shoes are covered in oil due to leaking seal. Thus they slip up to a point then lock up... no gradual increase in friction due to the leakage. But Ive been wrong before.

Since we are talking left brakes only my vote goes with the pedal shaft sticking in the cross over under the tractor and nothing is wrong with the brake shoes.
