I think you need to mic the sleeve and find out what a new one runs (size). You are dealing with an interference fit of .000 to .002 approx and if that sleeves been pumping up and down its unlikely you will get it to stay now without some jb weld typw material. Even a .002 wear on the block/sleeve will keep you from getting it to stay in place.

I'd check a new sleeve and it its bigger od you stand a better chance of getting it to stay in.
I've seen old machinest tricks getting bushings to stay in by taking a centrepoint and a hammer and tapping creating dimples in the id that you are pressing into. Dont know if thats a good idea for here..?????
 
You might do a search of the archives for this question as it has been discussed several times with a few different remedies. The first is to take it to a repair shop and have one sized and put in.

Here is a recommendation courtesy of Skycarp:

"Ford 172 engines use dry sleeves. The loose sleeve needs to come out. You will need to clean the bore and sleeve real well with a good cleaner. Then go to NAPA and get some sleeve
locktite and follow the directions on the package. If you do not glue the sleeve with sleeve locktite (heat resistant properties) the sleeve will work loose during operation of the
tractor and it will destroy itself. I know for a fact it will.

I would suggest that you buy an I&T manual #FO 20 soon also."

Don't know if this would be applicable to your engine, hope it gives you some ideas.
