fordson major wont start

Hi, ive recently been trying to start a fordson e1a that is refusing to start and im stuck. I inherited the tractor from my late father who stripped part of the engine after getting water down the exhaust manifold. Trouble is theres no way of knowing what he has and hasnt done . As far as im aware he had put everything back together but was missing 2 pushrods that were bent before attempting to fire her up.
I sourced a couple of rods, fitted them and adjusted the valve clearance and bled her but no starting at all, doesnt even try even with a puff of eazy start that i think he may have used from time to time.
Today i started checking the pump timing even tho i dont think he altered this. Set at 26 degrees on the flywheel the injection pump needed a few mm adjustment but the bolt on the coupling was head down and i understand this could be incorrect?
How can i easily turn this 180 degrees or is there something else im missing?
Also there is no ignition key switch just a light in its place and i cant turn it over without shorting the solenoid. Any way of by passing the switch altogethr? all the wires look really old so not sure what im looking at here either to be honest. I was hoping to connect 2 together and rewire at a later date .
