Friction washer

Helping a friend do a minor repair on the FWD of his bil Kioti tractor.It looks like when it was assembled the friction washer was left out. The dealer was no help at all on this what exactly is a friction washer from the parts breakdown it looks like it sit between the axle end and the hub and about the size of a 50 cent piece. TIA
 
I can't imagine the function of a friction washer in that location. Maybe it's a gasket or seal. Do you have a parts breakdown? The last word is the part number when you approach the parts guy.
Of course,- some of the parts jockeys have never turned a wrench and don't know what you're talking about.
 
If it is a spring loaded shaft you could use something like one of these.

Are both hubs the same? Is the other side working correctly Could you try looking at the other side to see if it was assembled the same way?
