Front End Loader Hydraulics Weak

I have a 20C with a 32A front end loader. The last couple of times I have used the tractor, the front end loader hydraulics have progressively gotten weaker. I have a small leak around the hydraulic pump on the front end. I can get the bucket to raise with a good bit of throttling, but with any weight it will not do anything. I am assuming the hydraulic pump may be going bad, but curious if anyone else has run into this issue and had a different outcome.

Usually if you can see a leak around pump shaft or inlet, then it leaks some oil while standing. Then again when the engine is running, the pump sucks air through the same hole and oil gets foamy. If the leak is on the shaft seals, oil is foamy straight away and nothing works. Changing those seals and servicing the pump might help, if not that filter.
