Fuel tank screen

I got the tank for the super 88 cleaned out and want to add a screen to the sediment bowl. The tank has a water trap on the bottom and there is a small tube in the inlet that is preventing putting it in. Can I drill it out so the screen will fit inside? Will doing this block of the water trap?
