Why cant i get the fuel pump bowl to stop leaking,I've tried a new bail,gasket,both cork and rubber,im thinking maybe some permatex

It is probably warped from poor materials if it is a new one or from over tightening. The new ones are made so cheap they warp from getting them to tight.

You don’t say what the application is, but by your description it sounds like something integral like a bowl on a AC fuel pump. Whenever I have a glass bowl leaker that might be fairly hard to replace, I make a steel flat washer gasket and glue it into the seat where the glass bowl sits, with epoxy. Clamp the bowl in there before the epoxy sets up so the bowl can position the washer for the best sealing. The following day assemble the bowl, gasket and screen in the normal manner and it will never leak again.

As previously stated. Somebody has thought tighter is better and have ruined the fuel bowl.
