Garlon herbicide

I am told that Garlon does not kill pines. Supposedly it can be brushed onto the bark of most trees and that will kill them. Are these really true statements?
I have some hardwood tree sprouts coming up in my shrubbery and cutting them to the ground does not kill them. Afraid to spray because of possible injury to the shrubbery.

At a state natural area near us the Dept. of
Natural Resources, (DNR) kills unwanted locust
by brushing Garlon on the trunks.

Garlon will roast a pine tree, if you cover the foliage. We use 1 gal per hundred of Glyphosate 4 and 1 qt per hundred of Garlon 4 to kill them on rights-of-way. But, the ester formulation, Garlon 4 mixed with basal or crop oil at (80% oil and 20% Garlon 4) and applied from the ground 18" up will kill nearly any tree, especially if you girdle it.

I should have added, in the heat, the ester formulation can volatilize and injure nearby plants. I would treat the cut stump with straight Round-Up, it has no soil activity and does not volatilize, so it would be a safe choice. You can use the 80/20 blend I posted that you can treat cut stumps with of most any tree to kill it (Round Up wont get everything)
