Gas JD 70 surging

Like subject says motor is surging while running at above idle.
Carb was rebuilt, Ive adjusted everything but cant make it stop.

Do you think the governor is functioning properly?? If OK, you may need to replace the speed change spring -A1491R- on the throttle linkage? Some springs will loose there tension over the years, that may cause your surging..
