Glow plugs not working

Hello, need some help. I have a New Holland L230 skid steer and the glow plugs aren’t coming on. I have asked on a skid steer forum with out much success. I’m asking hear because the same glow plug control module is used in some of the newer Boomer, Powerstar, Workmaster, T3, T4, T5 series compact and ag tractors. My unit is a 2015 tier 4b. I have a service manual that is not very helpful, it only goes into trouble codes which I don’t have. I’ve replaced the controller, checked for 12v and ground, and all plug are good. I put a meter on the plug lead and get zero volts when I cycle the unit, the light comes on for 1 or 2 seconds and goes out. This controller is not a relay but an electronic module controlled by the ecu so I can’t look for a control voltage, It uses a signal. How does this circuit work? Theory of operation?

What is your ambient temp? Glow may not work at your temp. Check manual!
 
They didn’t come on at fifty three degrees, because of emissions I assumed they would come on for better start, less emissions. I can’t find anywhere that it states a threshold for when they come on. I did find where it says they come on at varying levels depending on conditions. A follow up to my op, I’ve learned that all modules are on a common communication circuit, so basically the various electronic modules and solenoids are data addressable, the ecu sends out a pulse width modulated signal that tells a particular device to turn on and off, and in some cases to what degree. Beyond the basics you need a scan tool to diagnose troubles. Thanks
