Golden Jubilee wheels

My father in laws Ford Golden Jubilee has oversized front wheels and tires because he had a loader on it to push snow. This makes it harder to
steer. I'd like to put it back to original front wheels and tires, but not sure which size. I think there are 19 inch and 16 inch and maybe other
options. What do you suggest would be best?
 

I suggest jacking it up and checking for resistance in the king pins. It would be a shame to put the smaller rubber on and find that it makes no difference.
 
The Jubilee could be ordered with 19s or 16. The problem with the 19s are they are real narrow as in 4X19 so they tend to cut in and make it harder to steer. The 16 would have been in the 6X16 range which makes for a wider foot so less cutting in. That all said jack it up and make sure it is easy to turn when jacked up you problem could be in a number of other things
 
Probably find the thrust bearing at bottom of spindal is shot, wore out and rusted as even greasing them that does not get the grease to unless front end is jacked up. Going to smaller tires will not help steering. But for most 6:00 x 16 was standard.
