govenor spring adj

I have read that the govenor spring on my 43 should have no play or preload at idle. The prob is at idle the adj screw is a long ways a way from the stop even turned in all the way...I dont see any other places to make adjustments.

pring between gov arms is adjusted by bending the ends of it.
