Governer Model M and MI

I'm trying to correct a pulsing in the engine. The Service Manual shows a stop that is mounted on the on the fan bracket. Neither thr msnual nor my brain can conceive what the stop is for. A round of beers at Casey's on Paddy's day fot a plausible answer. I'm not sure if this stop has anything to do with the engine pulsing. I have just installed a new ball joint. Do I need to disassemble the entire governor?

The stop is to prevent too much pressure on the throttle arem of the carb when putting the throttle arm in the idle position.
