Governor Linkage

I have what I believe to be a '49 8N. It starts great and idles fine but can be difficult to advance the throttle. Was changing the alternator this afternoon and plan to clean up the wiring too. While the alternator was off I was looking at the carb and governor. I noticed the rod from carb to governor has end to end play almost 1/2". The rod moves in the ends. You can see it in the photos. I assume this is not normal. How would I correct the problem.

May be that the tiny spring in the rod end is broken or missing. If spring is ok, then verify that throttle arm on carb is free and not binding.
