Have a early 60's 2010. At PTO speed tractor surges. Books show throttle rod from gov lever. I have a spring connecting. Photos attached.

Hello 715@frontier. Seems to me what is pictured with the spring and wire is connected to the choke. The throttle plate sits near the top of the carb, not far below the mounting flange at the manifold.
