governor over-tightening

I've SEEN it here, but I CAN'T FIND IT right NOW, but I know there is a caution when rebuilding the governor about over-tightening, but I can't remember over-tightening WHAT. What is the proper torque for the two bolts that hold it on, and yes, I know "short bolt on the top".

Charlie........yer talkin 3/8" bolt in ALUMINUM. very eazy to WARP. 10-ft/lbs top and bottom. Just there to keep the parts inline and NO force needed. Simple, eh??? .......Dell
 
FLAcharlie,Remember to put the short bolt in the top hole.Unless you have a stud in the top hole.A long bolt will damage the cam gear!
