governor question

I am guessing that the orange bell looking thing is the governor. If it gets clogged will your tractor have trouble starting? Just trying to figure this this tractor out. 41 9N with 12v.

That is the governor and it should not be the cause of hard starting. It is either a fuel or spark or compression problem.
