Governor set correctly?

Someone gave of governor this past week. So I got to looking. I got the manual and it like what I have. Manual shows the spring horizontal, but not giving of at idle or wide open.

Me, it just seems that the tractor doesn't have the horsepower it should have. Has great compression, starts before the key is turned all the way. Thing is, it runs greats.
New spark plugs and points last year. Timing checked.

Here's mine at idle. Sring pretty much collapsed.

And then throttle wide open. Spring stretched some.

Looks to me like the linkage needs adjustment at the long nut back of the carb. The spring should be parallel with the crankshaft at wide open. The screw on the spring is the adjustment for high idle speed, wide open and no load. You really need to go through the entire procedure to really get it right, starting with the rod length from the gov lever to the carb. I&T manual outlines it pretty well. It's really tricky to get everything to hit right. Might not hurt to check the governor internals. I found my thrust bearing worn to where a few balls had fallen out because the cage had worn and the weight rivets were a bit loose.
