All the books I have found say that the governor was set at 1650 RPMs but on my serial # plate it says 1815 RPMs. Which one should I go with?
 
Both number are correct. 1815 is no load high idle. 1650 is full throttle under load.

Most of those you see that no-load is 10% higher. My BN is 1400/1540, for example.
