I have a 1940 9N front mount dist 12v mutt.
I want to know if the governor is supposed to control the carb at an idle.
Mine constantly revs the motor up and down while at a full Idle. (200 to 300 rpm’s)
Note: I have a front mount hydraulic pump connected to the crank shaft pulley for my bucket. Don"t know if the makes a difference. If I put the hydraulics under a load while lifting the bucker governor works great and the engine revs up to control the load.
I’ve read in the FO-4 book about adjusting the governor but I would like to hear from someone that has made those adjustments.
The governor works great under a load but I never can get a smooth 400 to 500 rpm constant idle. Thanks for help and for any suggestions.
 
I had similar problems, the balls in the governor had flats, and the race had grooves. This makes teh bals fly out or go back in unpredictably and when they do they raise or lower the top race, which is connected to your throttle on your carb. While its is hunting around, watch and see from the side up close if the governor to throttle rod is a working back and forth. This will give you something to think about till Bruce old dell GB or dunk chimes in
 
Paul......why are you surprized that loading yer engine at idle with yer front mounted hydraulic pump causes the tractor governor to increase engine speed for more power to operate the loaded hydraulic pump???

Governor should have NO effect at unloaded engine idle speed of 400rpms. Usually starts to work about 1000rpms. Iff'n yer engine is surging at idle, yer governor balls and races are worn and need overhaul. You can't make a smooth governor with worn parts. Its the LAW. .......Dell

That’s what I can't understand.
At close throttle and no load it wants to speed up instead of just idling.

You have really good advice, as to what your problem is, and I suspect that, you already know, that yer gov. needs to be adjusted. I also know from you, that you have re-built yer carb.....something that you should have stated in your orig. posting!!!
Nothing against your re-build of the carb, but I think you need to call me again, so we can futher discuss yer problem.
In other words,....lots of things could be set-up wrong, on the carb., and or the gov.!!!
I'm leaning toward, the gov.. spring needs to be adjusted, for correct tension, and check to see if there is any side to side excessive movment, of the gov. actuating arms.
Would like to know, who rebuilt the gov.......rept. mech OR ?????.
Could also be gaskets leaking air at the intake, and or the manifold.
Maybe somthing you overlooked while re-building the carb......Throttle rod sucking air.....throttle plate not seated properly...!!!!????
