H does not idle down

H runs well, but doesn’t idle all the way down. If I screw idle screw in, will start to raise, but backing out it stays at a hi idle
any one experienc this?

My experience with carburetors suggests your problem is an air leak between the carb and intake manifold. Have you removed the carb lately?

Our MTA wouldn't idle down after the mechanic up town
put a kit in it. Turned out he got the throttle plate in upside
down. I turned the plate over, & no more trouble.
One thing to check----minimum idle screw just ahead of
the carb on governor tube might need attention.

did you have the carb off lately. If so did you make sure you got the tang aligned with the shaft to the governor . If not that will keep the idle high

Check the linkage by the valve cover, gets worn and also binds up if rusty.
