H Farmall

I have an H Farmall with an intake exhaust manifold which has a lever in it for dual fuel. The handle and the bar has been removed because it was loose. Was there a flap at one time secured to this handle and bolt that came out? If so, how should I proceed?

Another question....Is the intake manifold on the H the same as it is on a M?
