Hard starting Model R

My R has low transfer pump pressure and It is because the pressure is bleeding across the 3-way valve from the pump discharge into the sediment bowl-Any body have any sugestions?

its been a while since i had an R if i remember right there is a check ball and spring in the three way valve.the spring was broke and the ball was rusty,tractor wouldnt run well.

There is a check ball and spring in the pump-I am not aware of any in the filter unit that contains the valve-Thanks for your help
