Harry Ferguson 3-Point Issue?

I did some research on this site and I didn't really find what I was looking for.
Here is the problem.
The 3-point wouldn't go down on my T0-20 (at least I think it's a 20?) I removed the side plate on the rear end (dipstick side)and I found the valve lever.
If I push the lever (inside the rear end) the 3-point goes down, but it will not go down with the external lever. It's like the lever needs to be adjusted? Is there anyway to adjust this lever? or is there something else wrong?
The valve works very smooth so I don't think that is the problem.
It's just like the lever (on the outside) doesn't go down far enough? I removed the bottom bolt on the lift lever guide (so the lever can go further) and it works just fine?

There is a spring up under the top cover that runs from the bottom of the hydraulic cylinder and hooks onto the control fork. Make sure that has not come off.

I tried to post a picture but it won't work...

I noticed in the picture you don"t have the nut and spring that
go on the end of the control lever shaft. There is a key in there.
Is it still there?
 
A small mirror and flashlight should let you look up through the side access hole for the spring. If you can fit your hand in there you can reach up and feel if its still in place. Don't reach in there with the tractor running though...

I couldn"t get the video to load, but let"s start from scratch. Do
you have a shop manual? You might try adjusting the draft
control spring behind the seat and then adjusting the quadrant.
If you do not know how we can walk you through it. If you
adjust both and it doesn"t help then I would replace the control
valve. If the valve does not have it original almost mirror finish
on the outside it will stick.
 
I do not have a book.
I adjusted the quadrant and it helped a little but not much.
How do I adjust the spring?

Ok, first of all, you will probably have to heat the yoke on the
draft spring cherry red to get it to turn. Most haven't been
adjusted in many many years if at all and the yoke it usually
rusted tight to the plunger. Do not try to force it to turn with out
heating it. You will bend the fork inside. Once you have it to
where you can turn the yoke, hook up and implement such as
a two bottom plow or something similar in weight and raise it
up. When the implement is fully raised you should just barely
be able to turn the spring by hand. It is a little trial and error
until you get it right. Once you have the draft spring adjusted
then you need to readjust the quadrant. Raise the implement
up and loosen the four bolts and slide the quadrant all the way
to the rear. Measure 2.5" from the edge of the control lever
and make a mark. Move the control lever to this mark and the
slowly move the quadrant forward until the implement starts to
drop. When it does tighten the four bolts on the quadrant and
recheck to make sure it hasn't moved. If it hasn't then you are
done, if it has readjust it again.
