Problem with lift. No control,either all the way up or all the way down.
Is there a repair kit or over haul kit? Can a novice install or would you recommend a garage?

You do know it is a PTO driven hydraulic pump? Make sure the PTO is engaged, otherwise it will never lift.

The TO/TE -20 and the TO-30 do not have position control. Harry designed it with draft control only. So the lift lever does not control the three point hitch position. You can by a device that will do that for you (Fergy Positioner, Zane Thang) or ou can make one( search the archives). There is a way to get position control for a rotary cutter without a positioner known as Marlowe"s Method after the guy that posted it way back when. Again search the archives.
