Help Identifing

Can you help me identify this part on a Ford 3000?
It's attached to the transmission case behind the PTO lever.
What does it do and how do you put it to work?

That is an English tractor. The parking brake was very common with them.

what year is your 3000. i have a 71 3000 - english , and that isnt how my parking brake is set up. but i dont have wet disc brakes either.

I don't know the year of this tractor. My son just buoght it.I'm thinking around 1965-1970.
I will get ser. number.
