hinking that you might be looking for something a little more than "it is a disc", I will say that lacking a better picture, it looks like my Lift type Dearborn Series E Tandem Disc Harrow

Most likely the cutting edge sections are on it for weight to help it to cut.

It looks to me like a length of rail road rail put on there for weight.
