Help identifying this mounting bracket

What are these mounting brackets for and how do I get them off?

Not a Deere guy, but are they possibly just for the purpose of holding the head of the bolts that go through the axle from turning to make it handier when bolting or unbolting whatever goes onto those bolt on the back side of the axle? As in you need one less wrench. If the nuts are rusted fairly tightly on the back side you may end up destroying those “clips” to get an actual wrench on them. If that is what you are trying to do maybe if a vise-grip jaw will go wide enough clamping on the outside of the clips may help. A pipe wrench may also be an alternative.
