help on hood

The hood bolts and nut just turn , the nut has a metal cover . Should I soak it penetrating oil or cut them out.

I would try anything to get them off with the least amount of damage. Last resort would be to torch them off. Soak with a good solvent spray, hold the nut and cover with vise grips then try to remove bolt. Richard

The nut cover is only attache at two positions. You can gently pry the folded portion of the cover to exopse the bolt and then you can get a wrench on it.
