hi i have a 9000 ford with a simms pump which it turnned up a little i pull with the tractor, can anyone tell me how to turn it up externaly ( a screw maybe) ?? thanks.

Idle and high idle are set by adjusting the throttle lever stop screws on the side of the pump. Max delivery is adjusted by turning the slotted head screw in front of No 1. delivery valve, near the cam box filler plug.... Fuel up, screw out (counter to the clock).
If you're picky about it, and like to know how far you've gone, then I think that pump has a cap on the back end where the rack goes in....(the minimec pumps do anyway) If you like you can measure rack travel with a dial so that you know where it's set, and then put it back exactly later on if you like. I do that since I don't have a dyno. Just zero the dial when the rack is fully retracted (shutoff out), and then take your readings at full extension. Do it a couple time to double check and make sure the govenor is giving full travel....
