Hesston PT 10

I have a later model pt10 haybine. This spring I put new guards and sections on the sickle. The mower doesn't seem to cut very close to the ground and leaves hay standing, mainly alfalfa. When I ted and rake then the non cut hay gets pulled up and the pick up on the baler tears out uncut crop and feeds it in the bale. I have fine serrated sections. Not sure if I have the wrong type of sections for alfalfa/orchard grass mix. I run an IH 584 in 3rd gear low when cutting. I have tried to drop down a gear and it seems to help a little but not like I think it should. Am i missing an adjustment that might help it cut better? I know its an ancient mower but I only cut 5 acres of hay.

There should be different holes in the skid shoes and the bars that hold them.
