Hesston PT10 Replace Round Belt, Pullley

I am having to still try to use this old version Hesston PT-10. Last week the pulley on the shaft that drives the sickle pitman spun on the shaft. It isn't even a pulley with a bearing. This pulley looks like it is supposed to be tight on the shaft. I pulled the 3 bolts that hold the bearing squeezed between the keepers. I am surprised that the bearing looks ok. I don't see a grease zerk on the bearing and it is still good after all these years? The other end of the shaft looks like it has splines into something there. Looks like I have to get the shaft loose to get the pulley off.

The ROUND belt has been looking pretty bad for a couple of years. While I have this torn apart I think I should put a new belt on. I haven't figured out how to get this loose to get a new belt around. I took the bolts loose on the TOP end. It didn't seem to make anything very loose. There MUST be a bearing under this thick plate. Haven't taken bolts loose on that. I read that it is maybe necessary to take the whole pitman arm loose to get this apart?
