Holley Carb Float Pin Spring

After a very long hiatus, I'm finally getting back to work on my tractor. Along with everything else I'm doing, I decided to rebuild the carburetor. I think the accelerator pump was sticking a little so hopefully when everything goes back together she'll run like a top. Anyway, I've searched and searched and wasted quite a bit of time with no definitive answer. How does the float pin spring go back in? I've read it gives upward tension to the float and I've read it gives downward tension to the float, so which is it? Currently, I have it installed giving some upward tension on the float. What's the consensus?

The parts drawing shows the spring oriented backwards from the one in your picture.
