How bad/how hard???

I have a 45' B that I found has a busted clamp bolt on the center casting for the rear wheel (if that make sense, the clamps that hold the casting to the outer rim). Two questions, I still have three, how bad is running it without one? Second, how many years will I spend trying to retrieve the other end of that stud out of the casting... any hints?
Thanks for the help guys...
