Bottle opener twice actually as I see both twist cap and pry cap openers. Early multi-tool basically.
 
My mother had the exact same pair sometime in the 60's until it broke in the late 70's , it was painted a fire engine red . As I recall dad used one blade to pry some frozen sauages loose so they could defrost more quickly . The blade snapped in two ; they were cast tools . I still remember the ensuing argument !

My mother had a pair in the 50't, the handles were red, and they had a notch in the blades near the swivel for cutting chicken leg bones when roasting.
 
Mom always called them poultry shears.
Used them for cutting up feathered birds to opening bottles and jars.

Brings to mind a recent story from the UK about a man trying to pry apart frozen burger patties. The knife slipped and delivered a fatal blow to him. Don’t understand how the rest of the drama unfolded because he apparently had time to call for help before too much blood loss but died without trying to get help.

My better half can make short work of a Dungeness crab with a pair of those. And they make an excellent weapon, if you try to sneak a piece of crab.
