How to remove the throttle rod??

I want to put a new plate that holds the throttle at a certain position. But to do this, I would have to pull out the throttle rod. How do I get it out?

Would appreciate help on this.

Thanks Bruce. Looks like I will have to get the old N in the shop and see if I can get this done.
