Howe governor ford 9n

On the 1941 9n I’m rebuilding it has a different governor than the book shows just wondering if anyone has run across one like this it says
De Marco model FF
The Howe MFG CO
It has weights instead of the balls like the book shows I assume it’s an aftermarket one but I can’t seem to find any information on it the last picture is of it next to a governor off of an 8n I had on the shelf just to show the size difference

Others on forums have posted pictures of those with the two flyweights before for N series tractors, but the ones I remember were NOVI brand..
