HP of small engine

Is there a formula to determine the hp of a small engine when all you have is the displacement in cc's. Looking at a snowblower with 250 cc displacement.

No such thing due to different engine designs and 4-stroke vs 2-stroke. Ratings also differ somewhat.

What brand of blower is it?
 
It is a Sears brand 250cc. There are a lot of viraibles as you say. 2 & 4 cycle, rpm ect. Seen a generator unit in an ad 4cycle 242 cc. 8hp. This would be aprox. 30.25cc per hp. This gives me a rough idea.

Ted, as long as you say rough idea, then you can use CC for a measure, but other things come into play: compression, fuel/air mixture supply including carb and intake manifold, exhaust system, etc. etc. One engineer may get far more HP out of the same CC engine as another engineer, thus brand differences. Tom
 
The is no way to figure HP by CI or CC. Briggs and Stratton for example have used a 12ci engine and have had them rated anywhere from 4hp to 6.5hp. the 210cc briggs engines now are rated at about 5-6.5 hp. I used to have a 90CC Honda motorcycle that was rated at 5hp.
