I am having trouble being able to tell in the pic, but it doesn't look like there are enough threads on the studs.
 
Stormy.......them washers generally should NOT be there ...BUT... could be a PO attempt to "shim" the brake drum out so sumptin ain't rubbin' somewharrs. Me? I'd LEAVE'M unless I knew fer certain why theys tharr.

Yeah, you'll loose about 1-thread on each yer wheel lugnuts (150ft/lbs) but you'll live. ........Dell
 
I've seen the "washer trick" before & they are intended to move the drum outboard to keep it from dragging fixed brake components. In the case I saw, the reason hub, drum were too far inboard was because of worn out splines in hub and well worn axle splines. I replaced both and fixed the screech, screech problem. I believe I remember the back side of lug studs were dragging against springs, shoes.

Dell, Thanks for the lug torque. Will save me some lookin'. That's exactly why they were there, but wear was so bad they didn't do the job. What is a PO anyway? I hope it's something particularly unsavory! 8-D Happy Trails, God Bless. John
