Hydraulic hitch question

Hello all......have a question about this 1963 Ford 4000"s hydraulic hitch.

There is great power when lifting but no power when going down. Its like gravity pulls the hitch down. Is this normal or is a relief valve stuck or bad?

ormal...no power down on those....only gravity.

there is no down force on that 3 pt system
