Hydraulic lift issue

Guys I need a direction to go with this lift on my 8N, it wasn’t lifting all of the way up so I pulled the cover and went over all of the settings, I disassembled every piece cleaned it all and put it back together, used the 8N adjustment tool (J I G )from Smiths as they instructed, put it all back together and still only lifts about half way. I’m stumped, there was definitely a bit of adjustment on the linkage to get it in spec with the (J I G) apparently the word is offensive somehow

I did everything step by step and no change

Remove the right side round port cover and when you move the touch control lever to full "up" , feel to see if the rocker moves to position shown in photo. You can also use a stick or tool to push the control lever toward pump while running and see if it will lift further. If can't make rocker contact housing and if you do achieve more lift when running and pressure on control arm as described, the adjustments are off or linkage is bent, etc.
