Hydraulics question on 860 ford

Greetings All, I just cleaned the hydraulics and replaced the fluid on my 860 and after priming the pump the hydraulics raise but the are slow amd pulse as they raise the arms. I wanted to see what may be the culprit before I go in again. Alos I was wondering at what position on the quadrant they should bebin to raise ( currently at almost the half-way point). Still sounds like they got some air in them. Did you overhaul your pump or just clean and change fluid. In position control, they should begin to raise before the lever is raised much at all.
 
Hi Larry, I did take it apart and cleaned the 2 spool valves as well
as the safety valve. I did bleed the pump to prime it, then I raised
and lowered the arms 6-8 times to try to rid the system of any air.
Do I need to do more than that? thanks
