i need up figuring out ny starter issues..

I have a international 574 diesel.the starter has been rebuilt on it.having problems with the soilonoid kinking in by the switch.when I take the wire off that goes from the switch to the soloinoid I got 12 volts there.i hook it back up the starter does nothing.if I jump across the starter it works like it should.it don't make sense to me.any ideas on what could be wrong with it..

n the wiring to/from switch or connections on same, or in switch, you have a weak connection. Good enough to read voltage on your virtually no load high impedance meter, but too weak to supply solenoid current. Measure at solenoid with wire connected & it won't be 12v. Find the weak spot along the path.
 
Check all the connections on both the hot wire and ground; make sure that they are clean and shiny.

In some cases, if the ground is not connected to a starter mounting bolt, an auxiliary ground to a mounting bolt might be helpful.
