Well....wouldn't be the first dumb question I've asked. Is the 6" filler cap on top of a 275 gallon IBC caged tote threaded, and if so, would it be reverse threaded? Mine won't budge. I've tapped at it with a hammer and punch - still nothing. I was going to put the real gorilla on it, but I don't want to break anything. Might it just be on real tight?

Normally threaded with right hand threads. I have seen a few where the cap had a ?pin?, but it was more a seal than a lock.
 
We have an above ground pool, that has pvc threaded fittings. Those fitting tend to gall upon each other as they age. I've taken to using petroleum jelly or vicks vapo-rub or even cooking spray on them so that I can get them tight enough to not leak but still be able to disassemble in the fall for tear down. I would suspect you are dealing with a similar situation, plus whatever was in the tote may have had some sticking affects. gobble
 
Those large plastic threads tend to “jam” for some reason. Once it breaks free it’ll be loose as can be, but it’ll take some leverage.
 
Possibly sticking.
Try opening a jar of blackberry jam, which has been used by the kids two days ago LOL.
 
RH thread, I would try wrenchere85 idea, hot water, lots of it, maybe 3 gallons, pour it on slow. Then get a block of soft wood and a hammer, tap on the lugs on the cap.
 
Sounds like it's time for the plastic cutting torch!

I hope you are not using yours like a coworker of mine did- they buried it as a cheap septic tank for their new pole barn shop. Worked great until it was about half full, and the rains came and made the ground on top of it collapse down the "tank" inside the cage. Worked just like a turkey baster, but not filled with yummy juices. Oh, yeah.
