ID-6 compression relief lever

Hi all, I'm working on a '49 McCormick ID-6 (according to the s/n). The tractor has been restored probably 20 or more years ago and parked untouched in a pole barn the past 15 years. I am trying to figure out, is the compression relief lever supposed to operate independently of the gas control lever? Common sense tells me yes, and that it is a rod inside of a tube setup, and probably rusted stuck right now. Pulling the carb is not an issue if I need for access to try to free it up.

My understanding is they work
simultaneously. The valves are open to
decrease compression on the gas side and
also opens needle and seat in carb and
makes contact in the intake manifold to
send electric current to the distributor.
Also opening butterfly on intake to let gas
in. Then switch to diesel the opposite
happens. Closes little valve shuts off head
chamber with spark plug. Increases
compression. Lever swings up to close
needle in carb and switch in manifold
disconnects juice to distributor.
 
After sitting the over center lever on the intake freeze up so the butterflies won't open and no electrical current to distributor. Oil it up and push it up down a few times. The v looking thing between the carb and block.
 
I can see the rod on the manifold moving and hear the butterflies closing, so I'm probably good there. Sounds like I'm in good shape to try and fire it in a day or two. I have the diesel tank off for cleaning, soon as that's done, some new filters, and it hopefully will be running. Thanks guys.

Just a quick update, the tractor is up and running now. I just have to shift both levers at the same time. I give the engine a quick throttle up on diesel and shift once I see white smoke. Runs great for sitting so long.

So after running it a bit more, I'm thinking the right side lever used to shift from gas to diesel is also supposed to be the hand throttle, but since it is stuck with the compression relief lever, it will only raise the rpms about 50 or so over idle right now. It would definitely help, since I ended up pulling it this weekend with a stoneboat sled. The best it did was 11k lbs full pull, and about 10' at 12.5k lbs before it dug in. Not bad with no extra weight. Time to soak the rod and try to free it up.
